Position Description
Role Purpose:
Lead the site Maintenance function in providing both a reactive and proactive, multi-skilled maintenance service on all operational equipment and facilities infrastructure. Responsible for planned scheduling creation and overseeing the adherence and timely completion of work carried out. Increase the site operational effectiveness, improve on project delivery, mean time between failure and downtime reduction, and manage and implement improvement plans, driving Key Performance Indicators (KPI’s) ensuring that Health, Safety and Environmental requirements are adhered to. Manage the team on technical best practice and establish standard policies and procedures whilst also mentoring and leading the department. Implement and manage continuous improvement and modern manufacturing principals by highlighting deficiencies and recommending changes in training, working practices and processes.
Key Accountabilities:
IWS Leadership
- Lead the Progressive Maintenance (PM) Pillar for the site and therefore build system, capabilities and standards in order to maximize equipment availability, extend equipment technical life, eliminate breakdowns and reduce maintenance costs. Interact with others Pillar leads such as AM Pillar, FI Pillar, H&S Pillar, Q Pillar, etc to drive the plant performance.
Team Development and Management
- Manage, develop and lead a high performing team of fully engaged technicians by setting direction, identifying and prioritizing actions, helping solving problems and developing his team members
- Set department KPIs and review and assess ongoing performance of direct reports.
- Consistently promote high standards through personal example and roll out through the team so that each member of the team understands the standards and behaviours expected of them.
- Motivate and coach the team to operational success.
- Effectively delegate any maintenance issues to be resolved on each shifts and tasks to the right skills in the team, planning and managing effective works.
- Identify and deploy the technical skill sets, resource levels and systems to deliver projets, including the engagement of external resources as required.
- Train and develop staff on proper method of using tools and correct procedure of carrying out maintenance.
- Manage the team to ensure machine availability, reactively managing dysfunctional machinery with the shift management
Utilities and Building Management
- Be responsible and accountable for the operation of Ammonia Glycol & Refrigeration System, Waste Water Treatment Plant, Waste storage and collection, 11kV power supply and other utilities equipment in accordance to local laws and regulations. Under this scope, the Engineering Manager is also fully responsible and accountable for the smooth supply of all required utilities to the production and warehouse teams.
- Responsible for liciensing of utilities equipment with authority such as DOE, OSHA, BOMBA, etc
Spare Part Management
- Manage and control the spare parts using SAP System.
- Audit and ensure compliance of MEX CMMS system (TPM, Inventory, Work Order).
- Develop clear accountability for maintenance material spend combined with a strategy to manage expenditure.
Project Management
- Be fully responsible and accountable for the design, budget control and implementation of any new essential CAPEX budget/project implementation. Review and communicate the impact of Maintenance activities on new projects to vendor during design stage.
- Manage the process of disposal of obsolete machinery, plant and equipment from gaining agreement of write off to physically removing it and its safe and lawful disposal.
- Lead in cost saving initiatives pertaining to maintenance department. Compliance
- Organise inspection & renewal of all factories & machineries certifications including building CF.
- Manage all schedule waste and DOE submission.

Health & Safety Accountabilities – People Manager
- When a team member is injured, the manager will be required to manage in conjunction with our insurers the injury management, compensation and return to work processes.
- A manager will report and manage the outcomes of any incident.
- A manager will lead and participate in Health and Safety activities such as Health & Safety walkarounds, hazard identification and risk assessment processes in line with Company procedures and processes.
- A manager will comply with responsibilities as detailed in the Health & Safety management system.
- The manager will identify and report all hazards and incidents.
- The manager will participate fully in the Health & Safety improvement process.
- The manager will co-operate fully in any injury management process to ensure full participation in the workforce after cleared fit for duties by a registered medical practitioner.
Food Safety and Quality Accountabilities
- The employee will be familiar with and comply with all aspects of Fonterra’s food quality systems, policies and processes.
- The employee will identify and report all food safety and/or food quality hazards or breaches. The employee will report any instance of suspected and/or confirmed contagious/infectious diseases, which has the potential to implicate food safety, including any instance of vomiting, diarrhoea, or blood borne infections. This includes, but is not limited to, any local regulatory requirements.
Key Requirements:
- A tertiary qualification in Engineering or a related field, preferably in E&E or Chemical, with hands-on experience.
- Minimum of 5 years' experience in Lean Manufacturing, utilities management (WWTP, Ammonia Plant, Boiler), and liaising with authorities such as Bomba, DOE, and JKKP.
- CePIETSO-BP certification is preferred.
- Strong skills in cost leadership, P&L management, maintenance costing, and project management.
- This role will be based at Fonterra Dairymas, Shah Alam.
